I'll leave the commentary on the Oil water contact to those with more experience than myself ... OG, V10, Alexii .... et al. Namibia have repeatedly stated at their Oil and Gas Conferences that their priority is for associated economic development of their resources with both the provision of infrastructure resources and their people supplying the manpower to assist with the exploration and building of an economy which is not just dependant on the sale of their commodities but has the economy benefitting more broadly as secondary industrial Enterprizes. There have been posts on this thread with links that you may like to lookup where the Namibian Government spokes people have outlined their goals. PCL, from what I understand have a good working relationship with the ministry people.
