if PCL were shopping around for another deal, I would think making estimates / leads public via and announcement would help this process and stoke interest.
I agree with the theory WDS has included some confidentiality clauses around seismic info and related announcements. This would explain why PCL has remained so quiet.
I also agree, that if true, it is very poor outcome / huge oversight from the negotiation as it limits PCL's ability to tel their story and exert pressure on WDS through the public forum to move faster and make a decision.
