Its just part of the agreement between PCL and WDS beko, and is SOP when a much larger company will be taking over lead, they will always want a guarantee that they can control the narrative.
PCL did well to get an expiry date otherwise we might still be waiting for a year or two.
By forcing an expiry date it forces WDS to get the farm out ducks lined up quickly.
This is why its ignorant to be slagging the PCL BOD as they have done a brilliant job getting SH's to this point.
