From my understanding and watching projects over the years
The NPV (and other metrics) are significant to every exploration investment and big companies do this for every project. Well researched ball park figures are used for every component of the project from acquiring seismic to type and cost of the development to actually provide the product to the market, some organisations also go as far as to include the cost of decommissioning (or opportunity to offload that to someone else as Woodside did with the Laminaria vessel, the Northern Endeavour !)
The NPV to each partner will be a different number, and typically each partner will have their own take on this, which is often done, in the case of small companies like PCL, by a 3rd party consulting company of which there are quite a few.
