The JV agreement will already be in existence and it will need to be renegotiated when WDS join IMHO. The difference with the JV agreement between NWE and MIN was because EGO went broke and MIN took their assets. The agreement was "if either party was unable to meet their commitments then the remaining party took over as the operator."
