i posted this some months back - its based on my experience working for the bigger fish in this sector
WDS lose nothing by the letting the option expire. it costs them nothing as if they have given up on it, they aren't spending time on it
they also gain nothing by opting out early - in fact it costs more to paper up and exit, and potentially allow a competitor (PCL or others) an advantage - why give a free kick to another player in the sector that can't give you anything back?
it’s a simple decision for any corporate to just let the clock run out
