From my talks with PCL, I interpret that WDS had them in such a way that they could not take a pi55 without asking WDS. So therefore they could not open data room, officially speak to other parties until WDS said "no deal". Not uncommon in agreements like this I would have thought.
But now the shackles are off and from the webinar we can hear Iain say there is interest and am sure they will do everything to get someone to sign up. Will that happen, your guess is as good as mine but there is hope as that is all we have now.
