yes, I was a little bit surprised as well when the petroleum commissioner said this during the conference together with WoodMac.
For me it means that Shell did not close the door completely. Shell writing down hundreds of millions does not mean that Shell exits Namibia. Obviously Shell is still checking for opportunities in Namibia or offering a go ahead with their Graff block project when the economical boundaries are improved...?
I do not think that the Namibian petroleum commissioner is not up to date about the next strategic moves of the major oil companies in her own country.
