Under the old terms if you dont meet requirements and ask for an extension the Minister can remove ground from your allocation and on sell to another party, it's at the Ministers discretion. I believe the maximum penalty is 50%. Unsure if this is PCL's arrangement but it was certainly Globals. I would guess its universal.
