Getting people in on visas won't make security experts much cheaper I suspect as they a lot need to have security clearances. Foreign nationals might find it hard to get these.
that aside... IT security has been under invested in for years and years. The backlog of demand is going nowhere soon. Uni courses etc often miss the mark on what industry requires. It's going to take a long time before the supply meets demand
