I always find conspiracy stories interesting, because, as anyone will tell you who has worked in large government bodies, the capacity of an organisation(s) to pull off such feats is inversely proportional to the number of people involved in the conspiracy.
That's not to say that salting of gold bars with tungsten doesn't happen, but as soon as such a technique becomes widely known, means of developing a solution are usually pretty quickly developed - (like measuring the velocity of a sound wave through a bar) Its no different to fixes to computer viruses and security issues in Windows being negated on a regular basis.
Unfortunately what happens is that the people who end up catching the raw end of these scams aren't the bullion banks or treasuries, its the "little" guy on the street who can't afford to sort these things out.
That said, if you can afford a Gold Bar or two, you are probably keen to have it tested!
