IMHO relations between Genorah and Z might have been exceedingly strained since Z cut the price it was paying Gen for shares. Could Gen be paying Z back by dragging of chain on the byzantine Govt admin procedures? - Possibly with the connivance of certain public service operatives who might not like seeing a BEE group ground down. Dunno - just thinking.
