Sounds to me as if you are coming from a process driven perspective ya_ya.
I understand the need for JORC requirements - it is there to protect the technically challenged investors - but let's not lose sight of the fact that it is all about finding and digging up gold.
Mate if RMS keep coming up with the big hits then I suspect that most of its holders could not give a rats that most of its gold did not meet JORC standards.
As Chairman Deng said: black cat, white cat, it doesn't matter as long as it catches mice.
