Yes it would be possible to interest the footwall mineralisation first if you were drilling down dip of the mineralisation (same dip as the mineralisation) and drilled below the main ore body. There can be economic mineralisation in the footwall of a larger orebody which can be extracted during mining.
Footwall is just a term used by geologists to help communicate where a feature is located in relation to the "main mineralised ore body".
