    GRV's resource is Bituminous Oil Shale, not Coal.
    The Bituminous Oil Shales at Alpha (Torbanite & Cannelite) contain Asphaltines required to produce Bitumen whereas Coal doesn't.
    I think Coal to Oil is possible with Liquefaction, but not Coal to Bitumen.
    GRV has a unique resource at Alpha.
