GC_Trekker, no You misunderstood me somehow; in the beginning of the 70th and 80th there used to be a clear differentiation just by the title between technical college level and universities/technical highschools.
Today because of the convergence in Europe You better should ask and find out.
To graduate with a PhD on the other hand You have to do Your thesis in a university or technical highschool.
On the other hand engineers from technical colleges very often learned a practical profession ahead of their studies, which in many cases is very valuable. Similar to craftsmen in Germany who are trained practically and theoretically, which is designated the dual system.
