Yep, Erhart just scrapped all the petty regulations that hampered business. When we visited last year, I was surprised at how clear it was that some areas are still unregulated on the WH&S side - road repairers, for example, just getting on with repairing the middle of the road without witches hats, stop signs, traffic controllers etc. Of course, they could rely on the commonsense of German drivers to notice what was happening and drive very sensibly around what they were doing.
After we got back we observed some mulching. One man in a bobcat, one man shovelling, and three men with stop/slow signs. All on Saturday rates - on a cycletrack/pedestrian walk.
