I just listened to the discussion. Although the majority of the council is not convinced of the success of vulcan, and in the contract are several backstops just in case of vulcans failure, the vast majority (seemed like over 80 %) hopes for success and seems very cooperative to make it happen.Also, in a sidenote they mentioned that this kind of large operation is running on a relatively low workforce number.
