10% loss in transmission is very conservative. what voltage are you assuming? You can always transmit at higher voltage to reduce the losses if structure supports it.
Typically For example, a 100 mi (160 km) span at 765 kV carrying 1000 MW of power can have losses of 1.1% to 0.5%
also with modern power generation the efficiency of hydro to electricity conversion is about 90%.
