I would have thought the easiest way to confine something is just to, erm confine it. Like stop flying there or flying back until it can be contained, minimise the vectors of transmission and quaratine anyone who has arrived back in the incubation period, and anyone else they have contacted. seems draconian certainly, but surely effective?
