That's not how it works. The German listing is a secondary listing where depositary receipts (which represent a security of the company) are traded. A market maker will set the market on both the bid and the offer and other market participants can either narrow the spread by placing limit orders or they can place at-market orders. The market maker of a secondary listing will usually follow the the price action of the primary listing but that is not always the case. Google 'depositary receipts' and you will find some good material that will go into greater detail.
