Well its not inevitable. It is quiet possible to just ban Islam.
It is a choice not to.
Its also a choice as to what type of Islam the nation permits / fosters. Allowing Saudi style Wahhabism will give a very different outcome to more liberal interpretations. Saudi is funding mosques, schools, and universities to expand this form of Islam.
