What we need is an inquiry into what is happening with this money, who is creaming it all off and getting fat on it?
Why is all this money not helping those in need?
The problem with all these bureaucracies is that too many people get a drink on the way down.
Remember the building education revolution where there were first tier and second tier and third tier contractors and a covered outdoor area costing 250,000 ended up costing $1.3million.
