    Small governments tend to get nervous are big companies, and companies who are effectively a wing of their parent government.

    The Australian government can do lots to, and for, Woodside. They can do much less to a Cooper Energy, an Oilex, or a hypothetical ASX-listed Timor Leste Oil.
