    I don't think it will get that messy. If it does it doesn't mean it will come from the land/landowners, a CGS may be funded by other means. Anyway if SMM win, I'm sure government will push for a deal with landowners so no CGS is necessary. This legal mumbo jumbo is giving me a headache :) time will tell, it always does.
