Sadly, you are spot on about it being a shambles. Just a correction, it is CQB and not COIN tactics that are required in these situations. CQB stands for close quarter battle techniques and as much as the police try they don't come anywhere near the standard of the SAS and some of our Commando trained soldiers. Even most of our infantry nowadays are better trained in CQB than the police force. I don't know whether the police training problem is lack of funds, lack of planning or lack of leadership and management? Although standards do vary from State to State. The WA boys are pretty good because they are lucky enough to cross train with the SAS Regiment at Swanborne.
The only way to improve the standard is training, rehearsals, more training, more rehearsals over and over and over.
