Another way to tackle this was to wait until the terrorist was sleepy and then pump anesthetic gas into the building. If he's sleepy he would probably not have noticed getting sleepier whereas if he was awake he may have twigged to something happening.
Oh and here's a offer to teach the Police how to handle these situations. It won't be the last "one off / isolated" event we face I don't reckon.
