there is almost 1 billion shares.

yes,
the above is correct.

therefore
there are the holders that hold approx 998millions shares, that are just sitting waiting, without crying and writing rather silly post headings.

Or
are the holders of only 2 million,
far
smarter than the holders of 998million shares.

All this is a bit like,
There was mum watching all the troops march.
Then mum called out, why are they all out of step, except my Johnny.
