Ambrose, A few policy adjustments on anyone owning multiple properties(more than the one they live in) like getting rid of negative gearing, upping the cgt payable on the sale of investment properties and introducing a property tax on owners of multiple properties(greater than the one they live in) would be incentive enough for those landlords to offload those excess properties.
At a minimum, have a sliding scale, so for anything over 1 property, the 2nd property gets taxed at say 30%, the 3rd at 60%, 4th at 90% and anything over that 100%.
