The Government's commissioned "Carlton Implementation Review" is due to report soon. This review will look at recommendations made in the Hogan Report and suggest changes to regulations to implement these. The findings from the review will be presented to the Minister. It is anyone's guess what changes to regulation that may occur, if any. The upshot is the industry and government all agree that the market is grossly under funded and capital is required to address the rising cost of providing service. We suggest long term investors get set now and wait for deregulation to occur. The number of elderly is increasing and they require expensive high care beds. The government has to address a lack of high care facilities by encouraging capital to build new facilities. The industry is drifting to a breaking point because it is uneconomical to add capacity, so general practice hospitals will slowly become swamped with the high cost of catering for elderly patients.
