One of the reasons that LYC went to Malaysia was for the readily available educated workforce! Their are no trained and experienced people available that know anything about running a REE plant like the LAMP! It's even possible there are none in the world because every RE resource is unique. The Chinese resources are found in ionic clays not rock like Mt Weld. So Chinese workers would be no better IMO.
Possibly French workers might do, but then we would have similar issues due to availability and plant design and scale.
If the skill of the LAMP workers are an issue - the only workable option is for management is to train the educated workers properly or replace the ones that cant handle the load and properly train the replacements. Once again it comes down to good management! The Board and CEO needs to get off their butts and get the workers and LAMP working efficiently. There are no excuses especially not the ethnic card IMO!
