For the iron ore yes. For the Tin/Tungsten a lot of hurdles not least the Tin price which would have to be sustainably higher (same for W). Also the leeches would have to be removed , these parasites do not work , do not contribute to taxes but somehow manage to suck money out of the system. VMS needs the Tas Govt to work beside them.
