The fluctuation of the SP is easily explained by the political events in Greenland and the general collapse of all markets during the last 22 months.
I feel that is the reason for "no speeding ticket".
However, maybe you can come up with yet another conspiracy theory. One more will make little difference with the wide field of theories and guesswork at present.
