Codelco is a state owned organisation in Chile, the problem is that these organisations tend to be used to fund government programs and therefore their own finances and operations needs aren’t necessarily taken into consideration by the state. Hence the debt issues, the same could be said by Venezuela and their national oil company. Resources nationalising tends not to work well due to inefficient practices and meddling by government.
