Since I doubt that there will be masses of applicants attempting to travel to the current ground-zero for islamic head-loppers and cut-out-and-eat-your-liver savages to "improve the language skills" I would guess they the handful of applicants could be reviewed on a case by case basis after passing a psychological competency review and basic sanity test...
