I don't think you had listened to her answer closely. The NBN will be a WHOLESALER. Service providers such as Telstra, Optus, and others, will be buying access from the NBN and then will have to compete amongst themselves for retail customers based on the plan they offer, one of which will be the pricing (each will have their own pricing structure).
