Not dissimilar to Craig Thompson, Julia Gillard may indeed have done nothing "legally" wrong. But the story and the way she has dealt with it suggests that something is amiss. If there was no improper behaviour then the PM could dismiss these issues in parliament by addressing them directly. Instead she has evaded them which only further reinforces the idea that something isn't right.
