When you remove things from the budget like the Private Heath Insurance Rebate and Super Tax concessions for rich people it stays removed from the budget forever, no matter if the ALP or Libs win govt. What is it with simple budget concepts the right just don't get??
2021 is chosen because that is when net debt is forecast by treasury to have been paid off.
