It wasn't the legitimate existing contractors that caused the deaths but all the fly by nighters that rushed to the honey pot created by KRudd's thought bubble.
Any properly thought thru program would have been executed by licensed contractors in the manner you describe rather than the free for all that resulted from KRudd/Garrets appalling execution of an ill conceived panic reaction.
Apart from the lives lost a lot of those legitimate contractors went bankrupt while every shyster under the sun booked an extended holiday in the Bahamas.
