Yes and also the lengths that Hancock has gone to to point out the challenges in the journey to production could give the board a valid reason, ‘we are being offered a safe escort to our destination’ this de-risks holders investment, and so is a superior offer for holders, as currently holders can sell for $3, if they want, the upside is production and dividends.
