The dividends only started in the first place, because AF had given an undertaking a long time ago. It was a mission to pay the first dividend. Unlike banks and utilities, I think most mining investors know very well that dividends will came and go with wildly fluctuating metal prices. They are a nice bonus but can never be relied on, - unlike banks which would be slaughtered if they did not pay strong dividends.
