A substantial shareholder notice is a holding of over 5%, nothing more, nothing less. Many large and highly successful companies have an open share register with no substantial shareholders. The two screen shots below are from Yahoo finance. The first is an ASX20 listed bank. The largest shareholder is 1.37%. The second is from Core. The largest shareholder is 1.24%. The absence of a 5% shareholder says nothing about whether or not the company has potential. On your definition this high profit bank also has no potential.
