The solution is to place all resources under a National Security banner (like the US would) and manage the exploitation, processing, manufacture etc. with the mining companies and tax accordingly.
Where US companies (or others) want to pull the offshore tax fraud, take the resource licence away from them.
Then wait 6 months to find the country that kicks ass is sitting on an aircraft carrier in Sydney Harbour.
