There are so many loopholes, the security is like a sieve.

Enough to give it to non-English speakers in the western burbs (same as Victoria) They do not even listen to the news, or care about Australian stuff. They don't know not to visit other ethnics - or care.
The virus comes from Governments, people the government brought in spread it. Most of the Indian "Australians" waiting to come in do not speak English. The literate ones heard the lockdown news earlier.
They were living very nicely in India on an Aussie pension.
