Although people on the opposite side usually like to call politicians imbeciles (and some like Lidia Thorpe truly are!), the reality is that if you follow the money there is always some mechanism by which the policy improves that politician's prospects of re-election.
Usually this is done via looking after donors' interests, but it also often has a lot to do with pandering to the ignorance of the electorate as well.
