Silex will be paid handsomely by Cameco for any extra percentage of GLE they own, in doing so they will have enough money to fund their portion (25% left) to help pay for any development of Paducah, but they will still earn 25% of the profits plus a royalty still on the full production of somewhere between 7% and 12% of the gross profit on what is produced and that will not have a sunset.
What is not to like about that?
