I believe this non funding is due mainly to its location and the risks involved (not expressed in the NPV) in the logistics of such a far north location, They have proved the material is in the ground however they have not proved the site can be easily accessed ( ie the complete non shipping of mining equipment debacle)
I can only hope for a HOT up coming northern summer with little sea ice and the evidence of a ship making its way into the sound.
