Check out Glencore to open 323 million dollar Zambian copper mine in 2015.
I couldn't copy the report due to copyright issues but its all there on line today.
Apparently Miners are asking the Zambian Government for further incentives to expand their mineral industry.
Looks like Zambia is the place to be ATM.
