Incorrect. FBR is under a Trading Halt. There is no buying or selling of FBR shares until the information is publicly available.
The information will be publicly available when the Trading halt lifts and normal trading re-commences.
Any investors participating in the cap raise will be fully informed in advance of their capital commitment.
So, they may not have yet completed SAT.
The only commitment for a company is to fully inform the market prior to trading in shares.
If this is to fully inform them that SAT has been completed or SAT hasn't started, it does not matter.
