In the UK however secrets don't tend to get out, they are only apparent from black holes in history with silly cover stories. I can't that Rudolf Hess (second in command in Germany)went mad and flew unauthorised to a aristocrat's Scottish estate, then was kept for 50 years in solitary confinement for no reason.
